When Velen escaped from Argus with his people, he had received the help of the naaru. The warmth of holy light gave the draenei the power to search for hope in the endless darkness. So when he saw the naaru again, the lost confidence of the suffering draenei returned.
Led by A’dal, the Sha’tar came to Shattrath City to find the draenei. They had come to investigate when they sensed that the Burning Legion was establishing a force in Outland. After discovering the draenei, they were moved by their fighting spirit, so they stayed in Shattrath City to help the draenei rebuild their homes. And this happened merely two years ago.
According to the original history, Shattrath City would have quietly developed under the noses of the Burning Legion. Although Magtheridon dominated Outland, the army he led focused on invading Azeroth through the Dark Portal, so he didn’t notice the existence of the draenei.
